Pedestrian and Cyclist Deaths on the Rise in South Carolina

Federal statistics show that while automobile accident fatalities have declined, fatalities among pedestrians as well as cyclists continued to rise.

The National Highway Traffic Safety Administration’s latest projections for traffic fatalities in 2022 estimate that 31,785 people died in traffic crashes in the first nine months of the year. This is a slight decrease as compared to the 31,850 estimated fatalities during the same time in 2021.

While fatalities overall declined, the NHTSA report covering the first six months of 2022 showed a concerning increase in cyclist and pedestrian deaths.  As compared to the first half of 2021, fatalities increased:

  • 8% among cyclists
  • 5% among motorcyclists
  • 2% among pedestrians.
  • 12% on rural interstates
  • 10% in crashes involving at least one large truck

Cyclists, pedestrians, and motorcyclists are considered vulnerable road users. They lack the protection that occupants of cars and trucks have and are more likely to suffer serious injuries or fatal injuries if struck by other vehicles, especially commercial vehicles like 18-wheelers.

“Fatalities have not increased for two quarters now, but we have far more work to do to save lives and address the crisis on our nation’s roadways,” NHTSA Acting Administrator Ann Carlson said in a news release announcing the reports.

“We urge everyone to do their part by driving safely and watching out for others on the road, especially vulnerable road users like pedestrians, cyclists, and motorcyclists,” Carlson said.

South Carolina Ranks High for Pedestrian Deaths

South Carolina is particularly dangerous for pedestrians. Pedestrian death rates here are 60% higher than the national average.

A report from Car Insurance Comparison, which analyzed data from NHTSA and the U.S. Census Bureau, ranked South Carolina as the fourth most deadly state for pedestrians.

This report says South Carolina had 160 pedestrian deaths in 2019 for a death rate of 3.11 pedestrians killed per 100,000 residents. New Mexico had the highest pedestrian fatality rate in America, with 83 deaths equaling 3.96 pedestrian fatalities per 100,000 residents.

Why Are There So Many Pedestrian Deaths in South Carolina?

There are many reasons why South Carolina ranks so high for pedestrian deaths, including poor roads and lack of sidewalks.

South Carolina’s bad roads contribute to the pedestrian accident problem, the Car Insurance Comparison report says. “These can lead to traffic accidents with pedestrians when drivers try to veer away from damaged pavement or hit something that causes them to lose control of their vehicle.”

What Is the South Carolina Pedestrian and Bicycle Safety Action Plan?

Fortunately, South Carolina Department of Transportation is seeking to adopt strategies that improve traffic safety and prevent pedestrian and cyclist deaths, since pedestrians and bicyclists are disproportionately represented in fatal crashes. Pedestrian and cyclist deaths comprised more than 20% of all highway fatalities in South Carolina in 2019, despite contributing to less than 1% percent of all crashes. From 2009 to 2019, pedestrian fatalities increased by 80%, and bicycle fatalities increased by 155%.

To respond to the problem, the SCDOT has produced its Pedestrian and Bicycle Safety Action Plan, which provides a framework for focusing statewide attention on improving conditions for pedestrians and bicyclists.

The plan is intended to help transportation planners and local partners decide where to focus investments in pedestrian and bicycle safety, the report says. Its vision is to use a data-driven approach to align safety programs and infrastructure improvements with demonstrated issues.

The report identifies a series of measures that SCDOT and other agencies can implement to prevent pedestrian and bicyclist deaths within three areas:

  • Engineering measures, such as signage or pavement markings to facilitate safer pedestrian crossings, designated bicycle lanes, and design improvements at intersections and along roadways.
  • Education measures to make motorists, pedestrians, and bicyclists — including school-age children — more aware of better safety practices. This could include a review of current laws related to walking and biking and programs to promote safe behaviors for all road users.
  • Enforcement countermeasures, including efforts to enforce speed limits, yielding and passing laws, and compliance with traffic signs. Law enforcement can also play a major role in engaging the community to improve pedestrian and bicyclist safety, the report says.

5 Skills All Motorcyclists Should Master to Reduce Their Accident Risks

Exploring our scenic mountains and secluded coastal roads here in the Palmetto state can be thrilling, but riding a motorcycle on South Carolina’s roadways is also risky. South Carolina had 116 motorcycle fatalities in 2020. The National Highway Traffic Safety Administration (NHTSA) found that motorcyclists are 28 times more likely to die in a crash than the occupants of passenger vehicles.

While motorcyclists cannot eliminate all risks, they can take steps to reduce the likelihood of accidents and improve their safety on the road. Master the following five essential skills to protect yourself and others on the road.

1.    Braking

Braking is essential for all motorcyclists to master to reduce their risk of an accident.  Effectively braking helps riders avoid collisions and navigate hazardous road conditions. Approximately one-third of motorcycle accidents are caused by losing control of the bike, including improper braking that causes a slide-out.

To brake effectively, riders should understand the mechanics of their braking system and how to use it properly. They should also regularly check their brakes for wear and tear and ensure they function correctly.

Practicing emergency braking techniques can improve riders’ reaction times in dangerous situations.

2.    Turning

Turning involves leaning the motorcycle while maintaining control of the steering and keeping traction on the road. Turning safely can be challenging for riders, especially in adverse weather or road conditions.

To turn safely, motorcyclists should understand the proper body positioning and technique required for different types of cornering, such as slow turns, U-turns, and sharp turns. They should also be aware of their speed and adjust it according to the curve of the road and traffic conditions.

Riders should use their eyes to scan the road ahead and anticipate potential hazards, such as gravel or debris on the road.

Practice and experience are crucial for improving turning skills. Regularly practicing turning in a safe, controlled environment, such as an empty parking lot or a designated training course can improve turning skills.

3.    Swerving and Avoiding Obstacles

Swerving and avoiding obstacles helps riders react quickly to unexpected hazards on the road and avoid accidents. Obstacles, such as debris, animals, or other vehicles, can suddenly appear in a motorcyclist’s path, making it necessary to swerve or change direction to avoid a collision.

Motorcyclists should maintain a safe following distance from other vehicles and be prepared to react quickly if necessary. It is generally accepted that riders need at least two seconds of distance between their bike and the vehicle ahead. This allows them to stop or swerve if the driver in front brakes suddenly or an obstacle appears on the road.

Motorcyclists in South Carolina can also benefit from practicing emergency avoidance maneuvers in a controlled environment. This can help them develop muscle memory and reflexes to react quickly and effectively in hazardous situations.

4.    Situational Awareness

Situational awareness involves being aware of your surroundings, including other vehicles, pedestrians, road conditions, and weather conditions, and being prepared to react quickly to changing situations. Responding to brake lights on the car in front of you, changing lanes to pass by a slow driver, and crossing an intersection at a green light are all examples of using situational awareness to navigate traffic safely.

To improve situational awareness, scan the road ahead and be aware of blind spots. Riders should always assume that other motor vehicles cannot see them and calibrate their riding practices to match. This might include double-checking traffic at an intersection or signaling a turn earlier.

5.    Handling Wet Roads

Wet roads can reduce traction, making it more difficult to control the motorcycle, especially when braking or turning. To handle wet roads safely, slow down and increase the following distance to allow for more reaction time. Also, avoid sudden movements and maintain a smooth, steady speed. Use gentle, gradual pressure on the brakes to prevent skidding.

Proper tire maintenance is also crucial for handling wet roads. Ensure tires are properly inflated and have sufficient tread depth. The Motorcycle Safety Foundation recommends that tires have at least 2⁄32” and a cold tire pressure of 36 PSI for a solo rider. Worn or underinflated tires can reduce traction and increase the risk of accidents on wet roads.

Who Is and Isn’t Eligible for Workers’ Comp in South Carolina?

What You Should and Shouldn’t Say After a Crash
